Crime on the sprawling, 5,000-acre reservation of the Santee Sioux Tribe of Flandreau, S.D., in the 1990s was intolerable.  Drunken driving, methamphetamine drug use and domestic violence were all too common. Both the city and the tribe were not at all satisfied with law enforcement services contracted to the Moody County Sheriff's Department.
